Puzzle of the week 2

During FAECTOR’s first drink of the year, all new committee members met. The first ten people who showed up turned out to be two members of each of the following committees: Estimator, Recruitment, IT, Lustrum, IRP. Of those 10 people, everyone shook hands with the people they didn’t know yet (of course, members of the same committee know each other already). Then Emrys of the Estimator Committee asked everyone how many hands they shook, and he got 9 different answers. How many hands did the other Estimator member Nynke shake?

Solution of the previous puzzle: Mitch needs to ask Jeroen: "If someone else would have chosen a different number, would that number be higher than the number you have in mind?" If Jeroen's number is 1, his answer is "Yes", if it's 2 the answer is "I don't know" and if it's 3 the answer is "No".
